The system
ISO 45001:2018 is an occupational health and safety management system (OHSMS) based on the PDCA (Plan-Do-Check-Act) cycle principle and follows the High Level Structure (HLS). The system requires the identification of the company's operating framework, an understanding of the requirements of interested parties (employees, suppliers, authorities, etc.), and the commitment of senior management through the H&S policy, which must be publicly accessible, commit the company to the prevention of injuries and illnesses, and provide a framework for setting objectives. Risk assessment is at the core of the system and includes identifying occupational hazards, assessing risk, determining control measures according to hierarchy (elimination, substitution, engineering controls, administrative controls, PPE), and evaluation of existing controls. The system requires participation and consultation with employees or their representatives, definition of roles and responsibilities, planning and implementation of actions to achieve H&S objectives, document and record management, operational control through procedures, work instructions, and maintenance programs, emergency response, monitoring and measurement of H&S characteristics, compliance assessment, internal audit, management review, and continuous improvement through corrective and preventive actions. Documentation must cover the system manual, procedures, work instructions, training records, inspection logs, and incident records, while the effectiveness of the system is measured through performance indicators such as the lost time injury frequency rate (LTIFR), severity rate, training hours per employee, and compliance rate with inspection programs.

The adaptation of employees to the use of the tools
The safety culture that must be developed by employees is not simply compliance, but the integration of risk management into daily operations through active participation in consultation, mandatory reporting of risks and near misses, applying the specified control measures without deviation, participating in internal inspections and reviews, complying with work procedures and instructions, using the prescribed PPE, participating in training and retraining, providing feedback on the effectiveness of controls, and adopting the principle that safety is the responsibility of every employee and not just the safety technician, which requires open communication, a non-punitive approach to reporting, recognition of their contribution, and continuous improvement through field experience.
